Smirnov SM-28 (NATO reporting name: Cutter) is a fictional soviet twin-engine, high-wing cargo aircraft, designed to carry supplies, mail, and passengers for "Ulyanovsk" Project 1143.7 aircraft carriers, designed by Smirnov design bureau in Leningrad in early 2000's.
