This was the official flag of the Republic of China from 1912-1928. The flag is officially known as the "Five coloured-flag".
It symbolizes ethnic unity- Red represented the Han (over 92% of the population), Manchus (Yellow), Mongols (Blue), Uyghurs (White) and Tibetans (Black).

No, it absolutely wasn't- please get your historical facts right. There was only one democratic election then, and that was staged. The former half of the 20th century saw the fall of the Qing dynasty, widespread famine, flooding, natural disasters, Japanese invasion, and a bloody civil war. By 1949, China was a backwater country with a literacy rate of 20% and a national average life-expectancy of 35 years. @Omel
