This plane is 101% Fictional, so let's make up a story for it:

During 1943, fires in American bases were common due to recent major offensives, and an amphibious version was created from a P-51-D Mustang that collected water and could release it to extinguish fires. In addition, the plane has machine guns with which to defend itself in extreme cases, since war waits for no one.
