@aceofspades2707 according to Xu Zengping (the middleman who commissioned by China to buy the ex-Varyag from Ukraine), the reason behind the number is 16 years of work from making the deal with Ukraine to rebuild the vessel in China.

And on the developer side, it's cheaper to just use one or two languages (JP-EN), they can hire less people to translate and voice the characters.
since it's based on USSR, they might be speaking in Russian. So YAF might not be correct, it should be VVSYu or ВВСЮ
but idk if the game supports cyrillic alphabet or not
