If you have an nvidia GPU just press ALT+Z > performance > HUD
For AMD Radeon it's similar IIRC.
For steam, press CTRL+SHIFT > settings > performance metrics > show FPS and use high-contrast colour.
ReShade also has an overlay in the settings tab, also with frametime and a clock
