The centre of lift is too far back. Try raising the tail by 1 block and moving the main wings forward 2 spaces. It flies better that way, but the wing shape will need adjusting a little. Hope that helps.
If you make the pitch control surface on the wing of Space Ship II smaller and add small roll control surfaces to the same wings, it flies quite well for no vertical stabiliser. Nice design.

Try changing the control surfaces on the front wings to "Pitch" and invert to "yes". Makes it very agile.
