Tried that doesn't really work good
Add some wight to the bottom, and keep the ballast at the to (of the hull)
Speaking from an experienced naval user.
You might have to extend the hull down A bit though.

Forgot to mention that 1 is for front main guns 2 is for back main guns 3 is for secondary guns and 4 is aa guns also there are torpedoes
