@AudioDud3 In fact, making flaps is not so complicated like I did. I'm just tried a different approach. The simple and common way is add a control surface and set its type to VTOL, but it seems need to amend XML.

Flaps are generally used to increase the lift of an aircraft wing. Take my Hekikuu's flaps as an example, let them down to about 20 degrees slant could provide enough lift forces to make the plane take off easily at about 145mph. When it flies, flaps down to about 10 degrees could increase its maneuverability. If you put the flaps completely down, it will greatly increase the resistance to used as speedbrakes.
