Air-to-ground radar has limited range, and I'm not sure if there's something you can do to change that.
And yes, air-to-air radar will go beyond 10 miles (in fact I'm pretty sure it's unlimited).
@KtaAviation a ? b : c checks to see if a is true. If a is true, it will output b, otherwise it will output c.
Put in a Boolean variable for a. For example: Throttle=1. b and c can be simple numbers, strings, or can be larger expressions.
Some basic examples:
Throttle=1 ? 1 : 0 checks to see if Throttle is at 100%. If it is, it will output 1, otherwise it will output 0.
Activate1=1 ? Throttle : 0 checks to see if Activate1 is 1 (enabled). If it is, it will output whatever your current Throttle value is, otherwise it will output 0.

If the aircraft itself still oscillates then you're probably flying too low. Fast aircraft are generally supposed to fly at much higher altitudes.

As for designations, I haven't made anything past I200. I300 might not be for a long time since I've been redesigning all of my outdated stuff for a while now.
As far as time, I'm not really sure. Really depends on the day and time of year.
And some days just aren't nearly as active as others.
Timezones are a limiting factor as well.
220.92.28.42 is probably your best option.
Classes are resuming in the U.S., which reduces MP activity (mainly during morning/afternoon hours). There's also the fact that the server IP changes from time to time, and it can take a little while for people to find out about it. 52.15.96.205 is another one, but I don't think it's used too often.
