to make a plane agile and stable you really need to focus on CoM and CoF/L. you need to keep the CoM in front of the CoL but not to far it won't lift but not too close it's unstable. Size of the Horizontal stabilizers also accounts into agility, the bigger it is the more agile (at least in my opinion). The size of control surfaces also accounts into agility. The bigger they are can increase the speed of pitch turns but can also make the plane wobble as it does, you would need to find the perfect balance between the two. I hope this helps.
