Maybe a game where you start with a world map and you choose a country. You have money to spend on war, soldiers, boats, road and rail comnstruction, ect and you can form alliances with other nations. Then some countries could attack allies or you could attack and try to win a war and get land. There would be no 'goal' but you could either try to make a prosperous country or get total world domination.
