Would it be seen as bad to re upload it?
I put i would say an "decent" amount of effort into it.
I dont have the time to have week long projects with multiple hours put into it.
But it serves a purpose and is somewhat unique.
So is it bad or does nobody care so?

I upload when I am done with what I build haha. I don't really see upvotes as a medium of how cool your build is haha. The importance is to shared your stuff and appreciate the feedback.
Improve the post by making some more details and features or a fancy paint job and then it wont be reuploaded for no reason.

Popularity takes time. Be patient, and your wishes will come true. Also don't be obsessed with popularity.
A lot goes into presentation. Most of the really serious builds get uploaded Thursday or Friday so they can sit on the page for the weekend. People download mods to make the backfround look fancy. They post teasers. Some people even go further than that, the list goes on.
But consider this from another angle. All this presentation can ne helpful, but it'll only take you so far. The stuff that gets a ton of downloads is usually the stuff where someone spent a lot of time on the actual build. When I upload something and it doesn't get as much attention as I'd hoped, I don't think "darn, must've been the wrong time zone." I think "how could I have made this build better."
