Awwam will stay as it is (a.k.a. stay as an Islamic Caliphate) but will cede Greenland and Canada and make the regions somewhat like an autonomous region or a constituent country where the smaller countries act as an autonomous region but still remain in Awwam
It is to avoid rebellions from some of your members
I also suggest that Awwam should have religious-freedom for each region/constituent country
