So literally, the sentence "shall not being intended as a ground target" means you have not necessary to make it as a ground target because it's literally a civilian props, or allied side assets. So if someone misused it, then they would think themself as a war criminal due to causing "civilian death"
Unless if they use it in an intended way, like imagine it's literally empty, then it's fine to use as target.

According to your story-lore, underneath the Avalanche base, there is a military and research underground facility. It can be accessed via Hangar that by the story, there is an elevator platform that will bring you down into the facility
