It is okay to download someone else's airplane, make some tweaks and re-upload a new variation.
In fact, the original designer may even receive bonus points.
However, if your variation does not offer any improvements over the existing airplane, then it may be removed.
If you are circumventing the predecessor/successor system and uploading other people's airplanes without giving any credit to the original designer, then you will be banned.
Why I am not breaking any rules:
I think it should be clear that I follow rule 1. I downloaded a plane, made, not some, but many tweaks and additions, even though it may not look like it at first glance, then I uploaded the plane as a suceesor, not breaking rule 4. Therefore, rule 2 applies. One could argue what 'improvements' are (rule 3), but I did add landing gear, so even if you think this plane is worse in every other aspect it at least has the improvement of being able to take off and land.

Xml is the file type SimplePlanes saves all files. If you edit the XML you can establish things not possible in the game. It isn't supported on IOS because Apple doesn't want their users to look around in the files of the system. A jailbreaked IOS device is the only IOS device with support for XML modding.
I can't disagree more with you (regarding the new update not bringing anything to plane building). We got circular fuselages! More inputs, wheels, shocks, small rotators, rescalable parts!

It depends. Interior can be very cool, but if the outside has to be compromised I'm not the biggest fan. (Often interior planes look very square) The second negative thing is that the part count can skyrocket.
@Matthew01 @c4stor Most planes fly terribly with keypad. I don't get why anyone would use it. The mouse as joysticks works well if you don't have any real game pad or joystick.
@Matthew01 Considering that fighter planes generally are very unstable and only flyable thanks to onboard computer systems it does not surprise me that this would be unstable at all.

Although it doesn't have sufficient lift to take off vertically the VTOL nozzles provide a great way to add lift at lower speeds.
