It does not lift. You can try moving down the rotors, because if you have thrust on top you will go down if you have thrust beneath you will go up. You are now having too much power on top.
You are right, in SP fuel works for all power outputs, as long as they belong to the same plane, they are considered as one. Fuel is spent totally averagely, no matter the distance, so you can actually build a drone with detachable fuel tank, detach fuel before flight and fly with fuel on the ground instead of on the aircraft. Same with the Blasto VTOL, it can remain on the ground while still channeling power to nozzles and RCN.
