The mod tools should be located here: "C:\Program Files (x86)\Steam\steamapps\common\SimplePlanes\ModTools\SimplePlanes_ModTools.unitypackage". That is assuming you own the Steam version of the game and installed it in the default library location on the C drive.
Have you read the reddit wiki and watched the video tutorials? Which part specifically are you stuck on? Have you successfully imported the mod tools unity package?
@Walvis The game is not supposed to be FPS capped on desktop with VSync off. I just tested it however and I am seeing it capped, which was not always the case. I've logged the issue and we will look into it. Thanks for brining it to our attention.

It should run in borderless window by default. If you want exclusive fullscreen, just launch the game with the following launch parameter:
-window-mode exclusive

First of all, I think your graphics drivers are out of date. Step one, I'd recommend updating to the latest. Step two, disable all your mods, then restart the game. Try playing with no mods enabled and see if the lag still occurs (try using one of the stock craft like the P-51)

Try updating your graphics drivers. The last person I helped that was experiencing similar issues was running out of date graphics drivers. After updating the graphics drivers, the problem stopped happening.
If you downloaded it from the web, it is probably a zipped up unitypackage file. You will need to unzip it. You can also find the unitypackage file in the game's install directory on Steam.
What error are you getting? Did you configure your project to use the .NET 4.x equivalent scripting runtime version and .NET 4.x API compatibility level?

+1@CptJacobson Double check the permissions in the app manager. I think its trying to read those files from your SD card but it doesn't have permission
