Alright, get a prop, go into overload, set the thickness/chord of the prop to 10 or more depending on your maximum desired depth.
You now have a propeller that works under water, congration.

Fun fact: during operation aphrodite, a few B-17 were turned into remote controlled missiles. They couldn't take off on their own and thus pilots would take them up and then bail out. Despite carrying around twice the normal payload the effect on target was poor and certainly not worth the lives of the pilots who died during the bailout process.
Point is, reality is often more cursed than fiction, mostly because fiction has to be believable...
@rexzion 1:I turned off drag on nearly everything, 2: there was like only 3 other people with low part stuff because I asked if I could bring it in and they got low part count craft in preparation. The performance cost is still at like 4,500 though.
@Chancey21 what I was trying to say was if you could use a geared prop hooked up to gyrocopters main rotor to counter the downwind drift of the machine, think a kite that can stay in the air without a string attached. Propulsion would be provided by other means.
hmmmm, I wonder if instead of wheels I used a prop, like how a gyrocopter rotor works, but geared to another rotor to make an unsupported wind powered airship
