It was quite a capable warplane in these missions. Like the F-6 and F-7, the F/A-17 was effective against the E-57 due to its superior avionics and armament, excellent command, control, communications, and superior tactics.
The Victoria's armor is definitely not up to withstanding more powerful tank cannon past the 2050, even with additional armor packages. Upgrades to Victoria by PDI emphasized protection against ATGMs, after analysis of various reports about combat performance of Victoria since the 1981 Indo-Awwami War.
The active protection systems do bring both vehicles somewhat comparable in overall protection, with Victoria's multi-layered approach giving it a level of redundancy.
The Victoria's baseline mine resistance is vastly inferior, but made comparable with upgrades.
The 120mm L/44 or 35MJ railgun is about as big as the Victoria could handle. The A-130 is certainly able to withstand APFSDS shots from these weapons at combat ranges, at least from the frontal arc. Both vehicles can penetrate each other's side armor at combat ranges. Fire control is comparable.
The Victoria is slower on-road, even without the speed governor. The off-road performance is better on the A-130, but not enough to be a practical difference over the Victoria.
It would not be the first tank that was poised to dethrone the queen.
