I think the best way to do this is with 1 rotator and an arm made out of 0x0x0.5 fuselage(invisible) with a wing piece. If you connect the "arm" to the rotator and the wing to the arm on opposite ends of the arm, you can simulate a realistic flap motion.

@CPTnoScoPeZ Yes. Most of the parts are placed via XML modding, and the engine thrust, fuel, etc is all modded.
