I don't think you can set up on an international waters, not to mention that you're also constantly moving from one place to another, not having it's own form of government, let alone a constitution, and the fact that you must 'violate' into other countries simply just to keep you and your citizens well fed, and not being able to produce income for your 'country'

The idea of a 'flying aircraft carriers' capable of operating to practically anywhere on the globe has been a dream of some nations, but decided not to pursue the idea because of either technical limitations, or the technology has not become advanced yet to fully understand the concept. However, deep within America's secret design bureau, even deeper than of the famous Skunk Works, a group of people had pursued this idea for as long as they can remember.

The USS Freedom is one of the two airborne aircraft carriers (AAC) used by America as a primary means of deploying fighter groups across the globe, with the sister ship, USS Falkyrie constructed shortly after the aircraft is deployed into service.

The aircraft is one of the first of it's kind to ever be constructed, and the development stage was taken under extreme level of secrecy, with no other countries knew this project exists, not even it's own allies. But soon after, a document leak in one of the main data system compromised the entire project into the Soviets, which have now undertaken construction of their own airborne carriers, with European countries following soon after. The construction was rushed, compromising some structural integrity issues which was addressed by the councils, but nonetheless, the working model took it's maiden flight 3 years later.

Seeing how the Eastern bloc countries developing a newer form of weaponry, known as hypersonic munitions delivery system, completely shocked the Americans seeing how the weapon would practically bypass any known of defence system, so the Air Force grounded all operational carriers to undertake major modernization program addressing the known issues on the structural integrity, and adding of a new laser based point defence system, as well as additional protection on other models.

Although it's costly, and it's performance is questionable due to it not seeing any sort of conflicts yet, and some doubts from the eyes of the public, the Air Force is planning to operate them for years to come given how the relations between the Western and Eastern aligned countries are getting worse by each day.
Mount the vertical stabilizers higher on the fuselage and make it less angled
